Overview

Despite all the gunk down there, the hive always works from the bottom up. Minerals, gases, ancient tech, unsanctioned drugs, filtered water, it's all made or buried down there in the dark. If that means something gets skimmed, or something from above slips down to pay for the good stuff? No one cares as long as there's enough left. That's just the way the system works.

When that flow gets interrupted, though? That's when there are problems. One piece of this well-oiled machine seizes, and the cogninators in the upper spire take notice. "Short" is not an acceptable term used by the Arbites when they mention the Tithe. 'Short" is something you make someone be after they take your power sword to the knees for not paying their due.

That's what the Judicators of Correction are for. They 'correct' whatever abnormality is keeping the resources from flowing as efficiently as possible. Sometimes it's because some guilder took a little too much 'tax'. Or perhaps the Servitors in the mines have gone rogue again. Who knows? The point is, the Judicators of Correction go in and resolve the issue at the behest of the Arbites. And when that happens, success isn't just expected, it's required.

How? The way the Enforcers see it, it's really easy to fix a problem when every single person down there is part of the reason it broke in the first place. Whether they are directly responsible is moot. The Judicators just need to make a big enough example to fix it. And if they make a bit extra on the side? That's just called a bonus...
