Settlement Campaign
The Settlement Campaign is a narrative campaign supplement designed to be used as an adaptation of the Dominion Campaign from the Necromunda Core Rulebook.
Locust
Upheaval seeps into planets across the Imperium. Seismic interstellar events have wounded Imperium communication. While this fracturing has had immediate impacts on military operations, this instability is starting to be felt by the denizens of planets under Imperium control.
Uncertainty is festering on the hive planet Necromunda. Routine functioning has been disrupted and a panicked population is interpreting that disruption in a multitude of unhelpful ways.
Those tasked with maintaining law and order across the planet, the Palanite Enforcers, have been directed to use all necessary force to keep dissenters and disruptors in check.
While the Necromunda hives - massive, self-contained cities - find themselves in a state of increased tension, where this uptick in Enforcer overreach is felt most is in places like Locust. Once seen as a remote waypoint between the hives, the badlands settlement has steadily grown over the last 100 years. Despite being exposed to the unforgiving ash wastes, its unique placement - a junction of several major trade routes - has seen both industry and population boom.
Recent Enforcer brutality and control has sparked many fires. Large sections of the settlement sit broken and in disrepair. Resources aren’t reaching Locust like they once did. Many dwellers have left for the hives, and many for the first time in generations. Those who remain are angry. The pressure from the tightening grasp of law enforcement is giving birth to an increase in crime, vandalism and gang activity…
