Spire Intelligence Directorate (SID)

“Order is the mask. Corruption is the truth beneath.”

The Spire Intelligence Directorate, outwardly a loyal arbiter of psychic security and administrative order, has long been the pride of the city’s upper government. Its mandate appears noble: monitor psykers, suppress heresy, protect the aristocracy. On the surface, SID remains the trusted bulwark of the Spire.

But beneath the sanctioned seals and official decrees, SID has already been quietly, expertly subverted by the very forces it claims to fight. Chaos has not shattered SID—it has infiltrated, hollowed, and puppeteered the agency from within, turning its psychic apparatus into a weapon hidden in plain sight.

To the nobles and city offices, SID remains a vital part of civic governance. To those who know the truth, it is the finest Chaos cult ever to exist—because it operates with full legal authority.


Origins

SID’s corruption began not in bloodshed, but in desperation.

During the Warp Breach of Hive Mortis, SID’s psykers were overwhelmed attempting to contain an incursion. One unit—later called the Silent Choir—made direct, catastrophic contact with a whispering intelligence within the Warp. Instead of being consumed, they were rewritten. When the breach closed, they emerged changed, their minds aligned with something ancient and cunning.

They returned to SID not as survivors, but as seeds of corruption, slowly reshaping the Directorate from within—subtly enough that no one in the Spire’s upper offices noticed the shift.

By the time the ruling council realized SID was acting “more independently,” the Directorate had already secured total administrative immunity and embedded itself deeply into the bureaucratic gears of the hive.


Structure

SID still presents its organizational chart as before, but each division has been twisted toward covert Chaos service:

The Veil – Subversion & Indoctrination

Publicly:
Infiltration, espionage, telepathic surveillance of suspected heretics.

Secretly:
The Veil plants Chaos sigils, whispers corruption into the minds of nobles, and manipulates rival houses through engineered paranoia.


The Ledger – Memory, Mindcraft & Rewriting Truth

Publicly:
Record-keeping, psychic interrogation, loyalty reinforcement.

Secretly:
The Ledger alters official histories, erases inconvenient memories, and implants subtle devotion to the Warp into bureaucrats and enforcers. Entire departments now unknowingly follow Chaos doctrines disguised as policy directives.


The Mandate – Covert Purge Division

Publicly:
Battle-psykers deployed to “eliminate Chaos threats.”

Secretly:
The Mandate exterminates rival cults, ensuring SID’s own patron remains unchallenged. Their purges strengthen Chaos’s foothold under the guise of maintaining civic order.


The Black Choir – Warp Communion & Influence

Publicly:
Maintains psychic wards and anti-daemonic barriers.

Secretly:
The wards are hollow shells; beneath them, the Choir channels controlled warp energy into the heart of the Spire. Their chants resonate through the city offices, subtly shaping decisions, emotions, and loyalties.


Methods

SID uses all the tools expected of a sanctioned intelligence agency:

  • mind-scrubbers
  • cogitator surveillance
  • null-field generators
  • servo-skulls and data-leeches
  • telepathic interrogation chambers

But corrupted psykers subtly twist these instruments.
A mind-scrubber leaves behind a dormant Chaos mantra.
A null-field generator flickers at precise intervals to weaken resistance.
A servo-skull transmits both data and quiet psychic influence.

The infamous Oblivion Vault still exists, but now serves as a laboratory of warp experimentation. Few who enter emerge unchanged. Most do not emerge at all.


Reputation

To the Spire’s officials, SID is indispensable.
To the populace, SID is terrifying but “necessary.”
To Chaos, SID is the perfect interface—a legal, respected, trusted pipeline into the heart of hive administration.

To cross SID is not merely dangerous—it is irrelevant. SID already knows you, already has your records, already has your mind mapped and catalogued.

And should you ever realize the truth, the Directorate will ensure you forget.
Or ensure you join them.
